Can you please translate for us not so good with our arabic?

I understand that he understands that I may not understand that he's listening and thinking about what I'm saying that he is saying, you know what I'm saying?

It started with Marcel, the host of the political show, saying to the politician that he did not understand anything from what he just said...

Politician:
You're not required to understand. I'm required to express my opinion.

Host:
So am I required not to understand? Am I required not to debate?

Politician:
Sometimes when I express my opinion, it's not necessary for your "mental power/capability" to be able understand.

Host:
So you're saying that I'm not capable?

Politician:
I don't know. But if you didn't understand then there is a problem.

Host:
Anyways, the people who are watching are the ones who can judge, not you.

And then the other portion of this video is an actual TV commercial showing how politicians in Lebanon don't want the people to neither understand, listen nor speak up.
